Dancer?
I took this pic on College St a few weeks ago when we were still having warm weather. I think the figure on this utility box looks like someone getting ready for a ballet class but I could be wrong.

I think you are right ... certainly she's some ind of dancer. I've never seen a utility box dance before! Well, if that box had a couple cuppas of Starbucks it might start dancing!
Either ballet or gymnastics. Whichever, it requires grace and stamina and she looks like she's up to the task.
Striking mural on the utility box. It certainly brightens up the neighborhood. Those Starbucks are everywhere.
