It seems like there is a quite nice garden wall happening too.

It looks just like an oil paint palette, and the white blobs represent the colors that have been squeezed onto the palette.

It does look like some kind of modern art from an earlier era. Even the color was popular in the 1950s.
It reminds me of a kid's puzzle where you place the piece in the appropriate spot.

Somebody went to a lot of trouble and some expense to make that - whatever it is!
