This looks so much like the work of the Portuguese artist "Add Fuel" - I have similar photos of electrical boxes painted by him (Add Fuel) in Lisbon.

I just love this! We have a utility box near our Florida home -- I wish some talented person would come and paint it -- it's kind of an eyesore even if we really don't use that side of the cottage at all, since we spend most of our outdoor time on the canal.
These blues certainly do appeal to me. And the effect does fool the eye.
